The Concordat for Defense and Collective Security, or CODEX, is an intergovernmental organization of socialist states established for two primary reasons: defense from non-socialist states and interstate capital investment. Without an international framework for the latter, it is likely that the world's socialist economies would lag dramatically behind those of traditional market economies.
