The Heian Cooperation Organisation (HECO) is an Escaric intergovernmental military alliance primarily between Chisei, Chanha, Yamatai, and Yeongseon. The organisation's primary mission is containing and opposing the spread of communism in Escar, particularly against Arshavat, East Kuiju, Liang, and Sahil, representing one half of the opposing parties in the Escaric Divide. HECO's headquarters are located in Ishibashi, Heian, Yamatai, with sub-headquarters in Chisei and Chanha.

History

In 1973, the Heian Security Conference was held in Heian, Yamatai. Chisei, West Kuiju, Yamatai, and Yeongseon signed the Treaty of Collective Self-Defence, officially founding HECO as a comprehensive multinational organisation to coordinate a collective defence against Arshavat and its ideological allies. The founding members also agreed to take a proactive role in containing the spread of collectivism, particularly to protect unaligned states such as Chanha and Shojin.

In 1979, following the revolution on islands of Hungwan and Wodao, Chanha joined HECO.

Structure

The Chairman of the Joint Military Council serves as the overall coordinator of HECO military activities and heads the International Joint Forces Council, which is comprised of officers from all of the member states. The Chairman rotates between member states every two years. The current Chairman of the Joint Military Council is General Nonaka Shoichi of the Yamatai Imperial Army.

Theatres

HECO operates in three distinct regions, Command Region Chisei, Command Region Chanha, and Command Region Crosswind. Historically, Command Region Chisei and Command Region Chanha were consolidated as Command Region Mainland, but this region was split in the 1990s following strategic reevaluation of the likelihood of Arshavat and Liang cooperating during a war involving either state.

Commander Allied Forces Chisei is the overall commander of joint HECO activities within Chisei, specifically relating to defence against an East Kuijuan and Arshavati invasion from the east. As the Command Region's area of operation comprises of essentially Chiseian sovereign territory, Commander Allied Forces Chisei is always an officer from the Chiseian Armed Forces. Command Region Chisei also includes West Kuiju.

Commander Allied Forces Chanha is the overall commander of the joint HECO activities within Chanha. As the Command Region's area of operations comprises Shenxian territory, the Commander Allied Forces Chanha is always a Chanhanese military officer.

Commander Allied Forces Crosswind is the overall commander of joint HECO activities in Command Region Crosswind, primarily geared towards the defence and support of HECO allies in the region (Dai Hoa and Masuka), containment of Arshavat and Sahil, and general anti-piracy activities. Commander Allied Forces Crosswind rotates between eligible officers from member states every two years.
